the question here is: Hummels touched the ball slightly before the striker fell over Hummels' legs. Would it have been not a penalty if he had touched the ball in a stronger fashion. What are the rules?

Hey Sun. This was not a penalty at all. If a player touches the ball first and that was what he tried to do, clearly. And as you said, the PSV player fall easy over his foot after he touched the ball. So 100% not penalty. So this ref or the var people got bags of money to night.
